The customs duties on ethylene export have been raised in Russia

The Russian Federation  Government  approved  resolution N 445   "Concerning approval of the   duties  rates on petrochemicals exported from the  Russian Federation beyond the borders of the states -  participants of the Customs Union Agreement'" on  July 18, 2006 .
According to this resolution, the rate of the  export customs duties on propane, butane, ethylene, propylene, butylene, butadiene, other liquefied gases, light and average distillates, gas-oils, benzene and toluene has risen from USD146.9  to USD158.1  per tonne.

The rate of the  export customs duty on lubricating oils, fluid fuel, worked off petrochemicals, petroleum-jelly, paraffin, oil bitumen and coke has risen from USD79.2 to USD85.2 per tonne.
